Shoreline Master Program Amendment – Public Art Regulation

Introduction

The City’s Public Works Department proposes an amendment to the Shoreline Master Program (SMP) allowing for an exemption, or regulation, regarding public art within the City’s shoreline jurisdiction. The amendment will be reviewed for consistency with the WA State Shoreline Management Act, the City’s adopted Comprehensive Plan and Shoreline Management Program. The City has chosen to utilize the Optional Joint Review Process authorized under WAC 173-26-104. The joint review process consolidates the local and state public comment periods, expediting the review process. Public Participation

The Optional Joint Review Process requires a 30-day public comment period prior to a public hearing on the amendment. This comment period has been noticed in accordance with WA State law and begins April 6, 2021. The materials have been made available here for public review and comment. The City’s Planning Commission is currently studying the amendment and, after the public comment period, will hold a public hearing and make a recommendation to the Gig Harbor City Council which will then hold its own public hearing and decide on the amendment. The Planning Commission is considering two proposals at this time. One is the applicant’s proposed amendment language, “Exhibit 1,” and the other is Planning Staff’s proposed amendment language, “Exhibit 4.” The public is invited to comment on either, or both proposals. Only one proposal will be recommended to the City Council for a decision.
